Yes, in the Netherlands, Belgium and many other countries a permit is required for professional drone use, including registration and training. Companies must register with the Chamber of Commerce, apply for an operator number with the RDW (NL) or DGLV (BE), and take out drone insurance. In addition, an operating permit based on SORA is required, together with various documents such as an operational manual and proof of insurance. Crew members must follow training, including company-specific pilot training, with regular repetitions. The drone must be registered and marked, properly configured and checked before each flight, and all flights must be carefully prepared, logged and followed up.
